With an unchanged average score of 3.1 out of 6, the 2025 CPIA report signals that despite pockets of progress, many African nations are failing to meet their citizens' basic needs and expectations.

The assessment comes amid increasing social unrest and declining public confidence in government institutions. Young Africans, in particular, are expressing their frustration through protests and declining political support for incumbent leaders.

'Confidence in a government's ability to efficiently transform public resources into essential services is fundamental to fostering a shared purpose with citizens and improving trust,' emphasises Andrew Dabalen, World Bank Chief Economist for Africa.
